FRANK A. BARRETT was born in Omaha, Nebraska and received both undergraduate and law degrees from Creighton University. He became a lawyer and rancher in Lusk, Wyoming. Prior to running for governor, he was Niobrara County Attorney and a member of the State Senate, and he served four terms in the U.S. House of Representatives. After only two years as the state’s chief executive, he resigned to run for the U.S. Senate, serving one term before being defeated. As governor, Barrett was supportive of oil, mining, and livestock industry interests. He is buried in Lusk, Wyoming.
