His political heritage is profound: his great-grandmother was the first woman elected mayor of Loíza in 1945, making history as the first woman elected by direct suffrage under the United Republican Party of Puerto Rico. Main achievements and experience: Strategic Leadership: Extensive experience in managing government agencies, leading teams, and optimizing processes to maximize efficiency and impact. Multibillion-Dollar Budget Management: As Undersecretary, he oversaw an annual budget of $10 billion in Puerto Rico’s two largest agencies: the Department of Education and the Department of Transportation and Public Works (DTOP). Workforce Management: Responsible for supervising a workforce of 56,000 employees at the Department of Education, Puerto Rico’s largest public agency. Municipal Alliances: Established agreements with all 78 municipalities of Puerto Rico to distribute a $200 million budget through DTOP, fostering intergovernmental collaboration. He successfully led the planning and execution of the largest electoral event in Puerto Rico’s recent history, achieving a record participation of 2.4 million voters during the challenging pandemic year of 2020.
