Luis Javier “Javy” Hernández Ortiz, an attorney by profession for 20 years, is married to Mrs. Veggie Vanessa Vargas Santiago. He is the father of two girls, Victoria and Isabel. He served as Mayor of Villalba for three terms (2013-2024) and was the President of the Mayors Association for two terms (2020-2024), elected unanimously. During his mandate, he faced Hurricane Maria by creating Villalba Power to restore energy service; during the COVID-19 pandemic, he was the pioneer of the first Tracking System implemented throughout Puerto Rico. During the post-Maria reconstruction, he spearheaded projects in his town exceeding 40 million dollars. He won the 2020 election by the largest margin in the history of Villalba. He holds a Bachelor’s Degree in Forensic Psychology from the University of Puerto Rico, Magna Cum Laude; and a Juris Doctor from the Pontifical Catholic University of Ponce, Cum Laude. He studied International and European Community Law at the Ortega y Gasset Foundation in Toledo, Spain. His primary focus is the defense of the population with functional diversity, municipalities, and the private sector. In January 2025, he was sworn into the Senate as a Senator at Large and was selected by his fellow Senators as the Spokesperson for the Popular Party Delegation in said legislative body.
