Born on September 5, 1955, in Bayamón, he grew up with his four brothers in a family environment of values and principles.

He completed his primary studies at the Parcelas Van Scoy Elementary School and his intermediate studies at the María Vázquez de Umpierre school. He completed his higher education at the Dr. Agustín Stahl School, located in the Center of Bayamón.

“Junior”, as representative Luis Pérez Ortiz is affectionately called, began to work, but without completely moving away from his studies. Whenever he had the opportunity, he took short Business Administration courses. In 1978, he married and has three children.

The Representative worked for more than 12 years in several private companies, including Belh Lindsey, Almacenes Gonzalo Rivera e Hijos and Holsum Bakers de Puerto Rico.

In 1985, he began his duties in the Municipal Administration of Bayamón, as Civil Defense Plans Officer. He was later promoted to the position of Director of the Public Transportation Terminal, Tomás Kuilan, in Bayamón.

In September 1987, he became the owner of the Municipal Civil Defense. On July 15, 1997, the former mayor of Bayamón, Ramón Luis Rivera, appointed him Director of the City’s Public Security Department.

In 1998, after carrying out his work in said Administration, he aspired to occupy the seat of Representative to the Chamber for District 7 of Bayamón, which he successfully achieved.

Since then he has revalidated as Representative of District 7 of Bayamón.
